Energy production is the biggest single source of carbon dioxide. Furthermore, energy consumption creates a vast amount of emissions. Developing countries will overtake the advanced countries as producers of greenhouse gas emissions in the course of the next ten years. Therefore, the developing countries' energy solutions have a significant impact on the state of the globe. Finland promotes these procedures, for example, in context of the Energy and Environment Partnership with Central America (EEP) and by making use of the Kyoto Clean Development Mechanism (CDM). The CDM serves the development policy goals by promoting sustainable development and technology transfers in developing countries.

Austrian Development Cooperation (ADC) works closely with regional organizations and civil society institutions. In 2007, Austria joined the partnership for energy and environment (EEP) and, thus, promotes renewable energy programmes in the region.  Apart from renewable energy, Austria also focuses on rural development and small-scale business promotion in other developing areas .

The Development Bank of Southern Africa (DBSA) is one of several development finance institutions in South and Southern Africa.  Its purpose is to accelerate sustainable socio-economic development by funding physical, social and economic infrastructure.  DBSA’s goal is to improve the quality of life of the people of the Region. In the Region, the DBSA plays a multiple role of Financier, Advisor, Partner, Implementer and Integrator to mobilise finance and expertise for development projects. Incidentally the Bank fulfils a secretariat role on the EEP Programme and provides facilities to host the EEP Regional Coordinating Office.

 

National Departments

 

The eight participating countries have National Focal Points these structures fulfil a strategic partners role in the Region. The focal points (provide link to: National Coordinator Offices-Focal Point) are positioned in the respective National Energy Departments and are closely linked to the country goals and priorities in the energy efficiency and renewable energy sector.
