Supervisory Board

The Supervisory Board will comprises of;  a representative from the Ministry for Foreign Affairs of Finland acting as the chairperson, representatives from SADC (co-chair) and EAC secretariats, one representative of each of the participating countries (where a representative of each country fulfils this role of chairperson on a rotating basis in alphabetical order) and a representative of each other donor country joining the Programme.  The Supervisory Board will , on the (project) recommendations of the Steering Committee, agree to amendments onthe project document, provide policy guidance and propose new approaches for receiving and evaluating project proposals.

Steering Committee (SC)

The Steering Committee is one of the main decision-making bodies of the Programme, with the main aim to recommend/appraise projects for funding, based on the evaluation criteria and the recommendations of the technical evaluation team. All partners and participating countries will have a formal participation within the organisational structure of the Partnership through their designated representative member (National Coordinator) or an alternate member (deputy coordinator) in the Steering Committee (SC).  Steering Committee members must be involved in, or have a working knowledge of the renewable energy sector(s). The co-chairmanship of the SC (between participating host and Finland) will rotate in alphabetical order between the participating countries . The decisions will be made by consensus between the partners. The Steering Committee will normally meet twice a year. Membership comprises of a representative from the following key partners ;
 
  • Ministry for Foreign Affairs of Finland (co-chair)
  • Austrian Development Agency 
  • National Coordinator from the participating countries (chairperson when own country is hosting the meeting )
  • Regional Co-ordination Office (RCO)-(from the host organisation DBSA)
  • SADC energy sector lead donor as observer
  • Regional Director as secretary

Technical Evaluation (TE) Team

The Technical Evaluation (TE) Team is a working group of the Steering Committee, formed by one representative from each donor (with technical working knowledge in energy systems and/or energy efficiency), comprises of representatives from the;
 

1. Ministry of Foreign Affairs of Finland- Project Evaluation Experts

2. Austrian Development Agency

3. RCO host organization (DBSA) and technical staff of the RCO

The Regional Coordinating Office (RCO)

The RCO will be responsible for the operational management of the EEP-S&EA Programme.  The RCO is staffed by a Regional Director, Project Co-ordinator and Administrator. The RCO will provide  secretariat services to the Steering Committee. The RCO will facilitate the EEPS&EA Project cycle and report directly to the Supervisory Board. Among other activities like (cooperation, networking and stakeholder optimization), the RCO manages the quality of project documents forwarded for technical evaluation, which optimises the monitoring process once projects have been implemented. The RCO also supports the NCO to disseminate Programme information and advise project developers in the Region.

National Coordination Office (NCO)

The role of National Coordination (NC) is to guide the development and the activities of the Partnership’s projects in their respective countries. The NCO also helps align project developers country environmental and policy requirements ( i.e. National enegy Priorities). At the SC the National Coordinator are responsible for preseting his/her country projects that were submitted to the EEP. The NCO forms the main link on the ground, between project developers in the different countries and the EEP-S&EA’s official structure. The National Coordinator/Focal Point is positioned at the Ministries responsible for renewable energy in each participating country.
